Dataset title: All valid permits by age, sex and citizenship on 31 December of each year

Context: Tracks the "stock" persons holding a valid residence permit at the end of each year.
Data type: Permit Stocks. Annual count of valid permits on Dec 31.
Utility:
- Count of persons legally permitted to reside: The baseline administrative count for non-EU / non-EFTA citizens with a valid legal permit to stay.
- Note: This is administrative data, not population statistics. It counts valid paper documents, not physical presence. It should never be used as a census substitute or to represent the actual residing population.
Comparability considerations:
- France undercount: France generally does not issue residence permits to minors (under 18). Since this dataset counts documents issued, not rights held, minors in France are excluded entirely from these statistics. This results in a consistent undercount compared to most other countries
- Estonia & Latvia post-Soviet population: A large portion of the stock in these countries consists of "Recognized Non-Citizens" (mostly former Soviet citizens residing there since before 1991). They hold permanent residence permits and are thus counted here, but they are not "migrants" in the traditional sense of recent arrivals.
- Pending Asylum Seekers: This dataset includes Refugees (granted status) but excludes Asylum Seekers (pending status). A country with a huge backlog of unprocessed applications will have a low "Permit" count despite having a high actual presence.
